卜炎，男，安徽合肥人，哈尔滨工程大学经济管理学院准聘副教授，硕士生导师，大连理工大学与德国德累斯顿工业大学联合培养博士，中国系统工程学会生态环境系统工程专业委员会委员，中国优选法统筹法与经济数学研究会能源经济与管理研究分会理事，研究方向为能源经济与环境政策、资源与环境管理、数字普惠金融与绿色发展。
承担国家级项目3项，其中作为项目负责人主持国家自然科学基金项目1项，作为第一参与人主研国家社科基金项目2项；作为项目负责人主持黑龙江省哲学社会科学研究规划项目及其他项目共计4项。在Technological Forecasting and Social Change、Journal of Environmental Management、Environmental Impact Assessment Review、International Review of Economics and Finance、Journal of Cleaner Production、Marine Policy等SCI/SSCI期刊上发表学术论文近20篇，其中第一作者和通讯作者SCI/SSCI论文11篇（ESI高被引论文1篇）。担任Current Social Sciences期刊副主编 （Environmental Studies栏目创刊编辑），同时担任Journal of Business Ethics（FT50）等多本SCI/SSCI期刊审稿人。
公派访问过德国德累斯顿工业大学、新加坡国立大学、香港城市大学等世界顶尖高校和科研院所，受邀在2018 International Conference on Clean Energy and Electrical Systems (CEES 2018)（加拿大•温哥华）、2022 ENERDAY-16th International Conference on Energy Economics and Technology（德国•德累斯顿）做学术报告。曾获国家建设高水平大学公派研究生项目（CSC）奖学金、辽宁省优秀（博士）毕业生、大连理工大学优秀博士学位论文等荣誉和称号。
获哈尔滨工程大学本科教学成果二等奖。担任国际教育学类期刊Contemporary Education and Teaching Research (CETR)期刊编委。指导本科生和研究生参加学科竞赛，获得多项国家级和省级奖项；作为本科生导师，指导本科生在SCI/SSCI等国际高水平期刊上发表多篇学术论文，所指导的本科生保送至清华大学等国内顶尖985高校。
